DSC Mandatory for e-Tendering: What You Need to Know

If your business bids on government tenders, a Digital Signature Certificate is not optional. Every major e-procurement platform — GeM, CPPP, IREPS, defence portals, and state e-procurement systems — mandates digital signing, and most also mandate encryption. Here is what compliance actually requires.

Why tenders need both Signature and Encryption

When you submit a bid, two things must be guaranteed: that the bid genuinely came from your firm (signing) and that no one — including portal operators — can open your price bid before the scheduled opening time (encryption). That second requirement is why a plain Signature DSC is rejected at bid submission on most tender portals. You need a Class 3 Combo DSC, which carries both a signing key pair and an encryption key pair on one token.

Portal-by-portal requirements

GeM (Government e-Marketplace)

Seller registration requires a Class 3 DSC of the authorised person, and bid participation uses both signing and encryption. The DSC must match the PAN registered on your GeM profile.

CPPP (eprocure.gov.in)

The Central Public Procurement Portal explicitly requires a Class 3 Combo certificate. Bids signed with a signature-only certificate fail at the encryption stage.

IREPS (Indian Railways)

IREPS requires a Class 3 Combo DSC issued in the name of the authorised signatory, with the firm's name in the organization field. Individual-only certificates are commonly rejected here.

Organization vs Individual certificates for tenders

Most procurement portals expect the certificate to identify your firm, so an Organization-type Combo DSC is the safe choice for companies, LLPs, and partnerships. Proprietors can usually bid with an Individual Combo DSC, but check the specific tender document — some PSUs insist on organization certificates.

Mistakes that get bids rejected

Buying signature-only when the portal needs encryption. Letting the DSC expire mid-tender — the certificate must be valid on the bid opening date, not just at submission. Registering one person's DSC but submitting with another's. And waiting until the deadline day to map a new DSC, since portal registration of a fresh certificate can take a few hours.
